The ACA was a well-intentioned idea. The US healthcare system was completely out of control before it, and it was at least an attempt to make it less atrocious. Their ad people probably realized that if they included much more detail about what exactly he’s doing “a great job” on, the ad would go from simply lacking credibility/substance to being outright absurd (and quite possibly offensive to the very people they’re trying to appeal to).
