BWI isn’t the biggest airport. So they can’t be a hub for many other airlines. Only recently has BWI started to fix up their other terminals to make it attractive for people to fly on other airlines.

The solution is simple:  Have Verizon Business and make it true unlimited.  If you want to be even more petty, just make it only for government entities or emergency services.  Hell, charge a little more.  But MAKE IT REAL UNLIMITED!
