On the federal civilian side, salary is always better than bonus, no matter how small. All our bonuses and cash awards are taxed at the highest rate. It’s kinda crazy. Also, if you are in the GS pay scale, there is no option to ask for a raise. You get one automatically every 1/2/3 years, depending where on the scale
