We have a problem in this country (USA) that looks down about service work. If you are in Germany and are a baker, welder, butcher, etc, you are looked as a special part of the community. Every shelter by me demands all this paperwork. And I had to be vetted. I literally just want to write a check and go about my way. Maybe some support in the transition for the puppy would help (what to get, what to look for, etc).
