All depends on how you view “good driver”. “Good” on track can be and for the most part, is different from “good” on the public roads.

It has to be mandatory, and as such, requires dedicated roadways for autonomous and non-autonomous. If you mix them, no substantial improvement will be found because of human reaction & unpredictability.
