Dynometers measure torque at the wheels, and require a final drive ratio to be inserted in to measure horsepower correctly. I actually agree with you that the horsepower at the wheel is the same across all gears, but having run a dyno many times (Used to work in a hotrod shop), I promise you changing gears MASSIVELY

I hate to break it to you but the power difference is likely mostly the result of dynoing at what is now 2 different gear ratios which as most experienced Dyno people are aware can greatly skew the numbers.
