Good luck! I've been on both sides of that sort of thing and it's not easy to be flaked on constantly nor to be the flaker (if indeed he's experiencing emotional difficulties).

If you feel comfortable, you could ask if he's going through something that makes it hard to maintain a social life. If he is, maybe there are ways to socialize that might be easier for him (making a TV/order in food date or going to a place near where he lives). If he's just flaking, that's another story completely
