The first 6 chapters are just one big prologue setting up the initial conflict. They are meant to give you a look at each side and then have you decide which one you want to support. The actual game starts after that.

It’s more of a case of being run by a tyrant than the whole kingdom being evil. The Nohr family are good, even if they are a tad more cruel than the Hoshido family, but they live in terror of their father because he would quite literally kill them if they were to disappoint him.
