Car makers no longer care about volume. they will sell every single car they produce. Car makers job is now to maximize profits out of every single car that leaves the assembly line.  The  concept of “the people’s car” is absolutely dead unless you can afford a 30,000 car payment that is. 

Ok. You are not just taking their profit away you are applying a punitive penalty. The whole point is to make it hurt bad enough that no company will not try crap like this again.
