The “hose it out” thing is actually an unsafe myth - they will rust like crazy and you will potentially damage all the wiring under the carpet if you hose it out. They are not designed for that at all, it is just a rumor that started back when they were new.
Honda Element was literally made to be a dog-friendly vehicle and fits this almost perfectly. The only thing it doesn’t do is hold a 4x8' sheet, but almost nothing will hold that except for an old Volvo wagon or a minivan. Element if that requirement has some wiggle room, minivan if it doesn’t.
