Let’s not forget how many of the people driving those 3+ ton vehicles have their noses buried in their smartphones. Or the people who use their smartphones for “real-time” navigation rather than pre-trip research to know where they are going before they start the car.
The issue in NA is that for the majority of the population not being able do drive basically means you cannot be a functional citizen so I guess States chose not to enforce better standards because of that.
