You are correct. However, material designated Confidential (C) is not actually classified; it replaced Sensitive But Unclassified (SBU), which is much more clear in its lack of classification.

Classification markings aren’t governed by the individual agencies who use them, they only decide what the controls are for the stuff they create. Everyone uses the same markings, but because each agency treats information differently, they have their own rules for when to use the markings. For example, DoD could say…
