Yep it sounds like it’s either poorly optimized, or they’re trying to make up for PC’s not being able to utilize Direct Storage like the Xbox Series X and PS5 can, and offloading an ungodly amount of backend info onto RAM.
I mean a $10 price hike after over 10 years of static pricing is very reasonable, especially since games have gotten larger and more complicated to produce.
Both companies have had a history of paying 3rd parties to make their games platform exclusive, but Sony was especially aggressive about it over the last couple console generations, as well as paying 3rd parties to keep certain content off other platforms (PC included).
I’m continually baffled as to why Nintendo gets so much love, when the shit they pull would have earned way more ire had it been done by literally anyone else.

It’s got nothing to do with hardware and everything to do with the Gamefreak team being horrible at building a game engine. They’ve had performance issues for multiple games now, just none that were this severe.
