You know, it’s possible. However, he’s already done so many bat-shit crazy things that it’s in character. Also, he’s demonstrably lied to us so many times we have no reason to believe him now. Even if this is an innocent joke, he brought the reaction on himself.
Really it’s both. Trump just talks like old motherfuckers do, why do you think they all voted for him? It’s kind of baffling how millenials fail to understand this; he says something the way a typical old wiseguy would joke around and right away it gets spun into something crazy and nefarious.

He does this all the time. Floats idea. If it doesn't go over well, claims it's a joke. If there's no pushback, he keeps pushing the idea.
but it does appear to be more of a joke he’s incapable of delivering vs. a trial balloon of omnipotence.
