I lived in Hell's Kitchen a long time ago, back when it still kind of lived up to its name. It started getting nicer in the early/mid 90's. A gay friend in the neighborhood attributed this to gay people moving in after being pushed north from Chelsea, as he was, because of newcomers with money.
