Out of curiosity I looked it up for Cross Country. If I understood it correctly (and it was not an easy formula), you need to score a maximum number of points (its like golf where the lower the better) in your 5 best showings in the qualification period.

One of them is competing for their own country after only doing the sport for a little while, and one has been doing it for years and is still not good enough to compete for any country without gaming the system.
