You penalize your lap time in most cases when driving completely off the track. Bus stop turns of course being an exception. Certainly Vettel’s slip into the grass was a slower line. When you penalize the driver behind you that is racing for position after you go off the track, you can’t expect to not have

Not sure how it can be anything other than the erred driver’s fault. If a driver goes off the race track because he lost control and then comes back on the race track, anything that happens until he’s back up to racing speed is his fault. If that’s not the rule in F1 it should be.
