I was thinking similarly. Something artistically beautiful that would be a bear to drive, fix or repair if wrecked. In essence - automotive art. 

So, it’s not that you cannot pass in a RHD vehicle but rather that in order to pass you cannot get close to the slower vehicle. You have to start that pass way early and if you dont have the room, well then, yes, you are stuck behind someone going 20 mph slower than posted.
