I would say this policy works if you think of buying a car as you would buying a piece of clothing from a well known manufacturer. The quality is there bc of the name and marketing. You just want to know if it fits you or not.

if its registered in CA as non-operational does it really mean it doesn’t run or just that the owner doesn’t take it on the road. For all we know it might run and drive but isn’t legally registered to be on the road.
