For 10k I would go ahead and buy myself a 1999 svt Cobra. Yeah there were some issues about is claimed horsepower but 300 plus is no slouch in a 3400 lbs car that will respond great to mods. I am sure you can also buy a 2010 Mustang GT under 10k but the Cobra will stand out and sound much better with the right set up

Functional and 360-380 hp with no weight over the rear wheels = awesome burnouts.
