More likely that they had trouble securing investors and proving long-term solvency. Blizzard already had a 13th team and Rogue was intended to be the 14th. If the financials were sound I don’t see any logic to Blizzard denying the application and ditching two potential teams.

It’s a bummer for fans of the series, but I’m glad that Capcom’s endless fumbling has finally seemed to result in an interception. Arc System Works has been at the top of their game for years while Capcom’s been resting on their laurels, and it’s about time for the tables to turn.
