Yep. Generally speaking you only need legendaries in long attrition games (control vs control), since you can’t reliably draw them otherwise. And they usually die immediately to a low cost spell.
There are plenty of decks you can build that are viable without legendaries, and within the Classic set there are a handful of legendaries that are universally good which should always be prioritized by new players (IE Ysera, Alexstraza, Tyrion, Antonidas).
