By far the most frustrating thing about vehicle safety is that the absolute, no question, best way in any metric to increase vehicle safety by the largest amount is an overhaul to the licensing system, including tiered licensing, with federal standards. Don’t let people drive SUVs without a commercial vehicle license.

I’m not sure how you expect materials cost to approach zero with higher volume. That is not how scarcity works. Those things are produced by the tens of millions by myriad companies around the world, and are already very close to their fixed minimum cost.

Emissions no, safety yes. Emissions is pretty much just an engineering cost that isn’t much more than any other engine/model development, and gets amortized pretty easily.

Kind of ironic that the only cars I’d actually want to buy new anymore are the ones with the fewest features and cost five million dollars.

The rev limiter cuts off the fuel to stop your engine exploding, so it won’t be accurate science. You *could* ride the brakes to keep your speed down, although you might just end up doing burnouts that way.
