They were waiting for the dragons. obviously. the entire season of “why aren’t they at the wall yet” is answered by “they knew the dragons were coming, and they were waiting for them. and while waiting, they made/found chains to hold them, if needed”

Couple things. I think the White Walkers knew this mission was happening, and set a trap for a dragon, because they need a dragon to get beyond the wall. Why bother walking further toward the wall when you need this convenient canyon where you can trap the idiots and lure a dragon to help them? Just wait it out.
