There are always going to be those who don’t follow the rules, but that doesn’t change the fact that a cyclist jumping onto and off of the sidewalk should have little impact on traffic if there is a proper bike lane. Why anyone would do that is beyond me.

No, and it’s actually more complex (from a technical and hardware standpoint) to convert AC to DC than a DC-DC charger would be.
