I'm not very familiar with terms for measuring volume, but I'm pretty sure that's a Quart'e of letters.

It's drawn/animated in South Korea, this show is mostly done by Studio Mir. Lots of animes get their animation done in Korea instead of Japan due to cost. And it was also partially animated by Studio Pierrot, which is a Japanese animation studio.
