The “bi” prefix does imply “two”, but you could easily define bisexuality as “attraction to people of my same gender and people not of my gender”. For example, I identify as bisexual and my fiance is non-binary. I think whether people claim “bi” or “pan” is sometimes just down to personal preference/what feels right.
