My fix: Since Monaco is on there for Historic reasons, lets embrace that ethos and remove the wings. Make them look like the torpedoes from the 60's by just deleting the front wing and rear wing and all of a sudden mostly only mechanical grip. It’s certainly an unintended circumstance of the multipurpose nature of the tracks to need this duality.  Maybe its revisiting the layouts for the race to be able to modify the track without affecting the other type of racing.

Back in the day there wasn’t spending caps. Tobacoo money was everywhere and there were qualifying only cars with spares at the tracks for them to jump into if they got wrecked.  I’m probably conflating a few eras but the first answer is, no there were no spending caps.
