Back in the day there wasn’t spending caps. Tobacoo money was everywhere and there were qualifying only cars with spares at the tracks for them to jump into if they got wrecked.  I’m probably conflating a few eras but the first answer is, no there were no spending caps.

It’d be better if Piastri just steams into the side of Max and does a pit move on him.  That way Lando keeps going for the win!
