A base 2003 WRX retailed at $24,820. A base Baja retailed at $23,995. A base Outback retailed at $23,245. A base (XL) trim F-150 with 4x4 and an extended cab (no true 4-door available that year from what I could find) would sticker at $25,640 and would be arguably less practical than a Baja for a lot of folks. 

But the Baja was based on the Outback. The current base Outback is only about $600 cheaper than a current WRX. 

I know enthusiasts have been begging for a small truck, but I don’t know how much Ford’s average customer was. I think the Maverick came about more as a way to fill the void at the bottom of their lineup after killing all their cars. Honda did basically the same thing with their Clarity (although they offered both PHEV and hydrogen versions). Toyota actually made a new (and surprisingly decent looking) Mirai, though, whereas Honda seems to have discontinued the Clarity as of last year.
