Port authority is great once you get a team established that knows the bureaucracy involved. Until than you need to be prepared to bleed cash. If they don't kill you off the work and money is endless it is just one hell of a barrier to entry

The other way to think about it is, more than 25% of electrical panels for people with Ev cars are probably in their garages anyway. Not to crazy to run a 220 line in some conduit from a breaker.
