That line is (hopefully) just to assuage fear that these PvE missions would only be temporarily in the game (which was the case with past, free PvE events)
ItIts also a F2P game that is really an update to traditional B2P game that is killed and replaced. I have to imagine a significant portion of the current OW2 player base has purchased OW1 at some point.
sYeah, but it was probably presumed we would pay 40-60 dollars for a full fledged PvE game, not what is looking to be $15 for piecemeal installments of questionable quality and pared back content.

Its absolutely looking that way. D3 (and to a lesser extent Overwatch) has shown Blizz wants pretty strict control over the meta. They also have a really bad habit of overnerfing it seems.
Yeah, this. It is notably much more approachable than PoE while still feeling way more modern than say Grim Dawn.
