People who self-identify as "good drivers" actually tend to be more accident prone because they feel like they can do dangerous things "safely." This guy basically just said, "I'm a good driver who will be in more accidents than those people I claim are shitty drivers."

Because it's so hard to get things funded, a lot of government agencies take things they don't want because they're offered. They probably saw there was money for fleet vehicles in their budget and immediately spent it without thinking if they were truly needed or not. We're coming up on the end of the fiscal year so
