For the record, in this situation there was no ice underneath. All the snowfall in Raleigh started as snow (never sleet/ice/freezing rain) and stuck immediately. Was cloudy and in the 20s during the day before the snow started (around 9pm) so the pavement was not warm enough to melt any snow.
