I'm rebuilding my Alfa's engine to better than new condition, but the car came from Michigan. There's no smog testing in Michigan, so it's had long tube headers and been catless for a long, long time. There's no way it will pass, but I'd gladly pay the extra $200 to get it back on the road.

When I talked to BMW in Germany, they told me that all of their European MPG rating numbers are based on Imperial gallons and that's why the Euro numbers were higher. Whether that applies in the OP's case, I do not know.
