I agree with you. There's a lot they let through that they shouldn't. And I don't eat any dairy at all anymore, in part for the very reason you cited.

There is good reason to think that many sunscreens—including ones already on the market in the US—contain hormone disruptors. And the article does mention that dermatologists are concerned about these sunscreens on that basis. If this isn't the FDA's reason for holding off approval, I don't know what it would be.
