My first thought as well. I was told by my Taxi drivers in Okinawa when I was there in the early ‘00's that those were mandated for convicted drunk drivers. I don’t know if this was true, and while it is a nice badge of shame I thought it was too nice.

Even if that math is correct (not accounting for day/over/day infections or exponential growth when unrestrained), 350 deaths per day equate to 10 ICU units per day of deaths - where most of these people will die.
