I’m feeling a little drag-challenged too. One of my vault dwellers refuses to leave the living quarters. When I try to send her anywhere else (either by dragging her or using the clipboard) she doesn’t budge.

You can also select a room (the zoom in view) and hit the clipboard that appears. It shows who is filling each available spot, and lets you reassign people.

If you assign Dwellers during an “event” (Fire, Failed Rush, Raider attack. After that event ends, they automatically go back to where they came from.

You can also tap the room you want to move them to and then tap the little clipboard at the bottom left of the screen to assign them. I have a hard time dragging them on my tiny phone screen.

Oh yeah! You can drag em wherever you want, whenever you want.
