WDW has been run down over the years as maintenance budgets, among other things, have been slashed. It's really the worst run of Disney's parks worldwide. Universal, which I have honestly not been a huge fan of in the past, seems to be taking a page out of Disney's playbook back from when they gave a crap about WDW…
I'm surprised anyone still goes to the Studios. That park seriously needs some attention. So does Epcot, but it may be beyond help.
Except for the fact that it is a legally incorporated city, one of two on which the entire resort rests (the actual theme parks are in the city of Bay Lake). Lake Buena Vista has a mayor and everything, as does Bay Lake. Granted, they both have tiny permanent populations, but they are legitimate municipalities.
