I think they would argue that the Atom is a track/road vehicle while the Nomad is a road/off-road vehicle. On the Moon Patrol-like road surfaces here in the Northeast, I’d definitely go for the Nomad over the Atom for driving on public roads.

While I think this weapon could be very helpful, it does strike me as potentially problematic that the country that (arguably) relies most on its military technology is introducing a weapon/system that if turned against it would cause proportionally greater disruption to it than the enemy.
