I agree, it's not a good move politically for anyone. Maybe offer cheap and effective birth control options, supported by the government. But this might run into right to privacy claims.

Why would it be a terrible idea? I know nothing about tax but if you offered tax credits to couples falling within the $110k-150k bracket, it might stimulate a growth spurt in that area.

But the population among the upper middle class and middle class (what's left of it) will probably dwindle. Checking out, I see a lower-income couple (you could tell they didn't grow up in Indian Hill) with three kids and a wagon they brought into the store. The wagon contained one of their kids, one bag of Doritos and a 30 rack of Keystone Light.
