The finished product was built in a Toyota factory and sold in the thousands through the normal Toyota dealer network. Sounds like a production car to me. If a 918 Spyder is a production car so is this. 

They very much were production cars. The powertrains for the second gen were built by Tesla actually. The second gen is an EV mandate compliance car and was only sold in California. The first gen was sold primarily in California and stopped production when big Oil (Chevron) acquired some NiMH battery patents and sued…
