There’s a legit statistical analysis to be made here, by someone who has the data. Define a rally (3 guys get on base on a row? 4? 2?) and see whether a home run or a double has any impact on whether a rally continues, compared to any other way of reaching base safely. I’m honestly curious about it!

The reasoning is sound, but fails to align with the homeless/tourist issue where large numbers of folks who aren’t buying anything at your venue attempt to use the facilities. In addition to dirtying the restroom this also leads to just more people in your place.

It’s great for the homeless people. Awful for the customers and establishment. Would you be pleased if the bathroom had a naked homeless dude by the sinks using paper towels to wash? Add the used syringes, people trying to sneak in before close to stay all night, it would be anarchy.

Also, a drunk using the bathroom could either trash the place, or spread human waste products all over the room. When that happens in a hotel or restaurant, it’s the staff that has to clean up.
That’s a terrible policy. The bathrooms would have to be cleaned more often, use more consumables and cause unnecessary foot traffic in a business. Government doesn’t need to fix a problem that doesn’t exist.
