It’s probably because I’m a support main, but my knee-jerk reaction is that I hate this idea. I just don’t understand what benefit it possibly has? The reason given is -

They just need to have permanent Lucio-ball.  In fact, they can scrap the rest of the game, and just make it Lucio-ball.  

The worst part is, they have a place to test sweeping gameplay changes and they made up an excuse not to use it:
