If it is anything like Gran Turismo 5, it actually isn't that hard to get 20 million credits. You won't get there in your first week of playing, but once you unlock the higher payout races, it does not take that long at all.
According to the article Eurogamer ran about this very thing earlier today, credits are earned in Gran Turismo 6 at (what appears to be) the same rate as Gran Turismo 5. In other words, the microtransactions are strictly a convenience for those willing to pony up the dough.
