I was talking about major OS updates, but yes, incremental OS updates on both Windows and Mac OS are free.

In the first paragraph the comma should be after "who", not before it.
Last time I checked, upgrading to Snow Leopard costs 30 bucks. I'm pretty sure upgrading to Windows 7 is more than that.
