I think some dem in a blue state with no chance of losing an election ought to just make the rounds and say this is all just bluster and Trump doesn’t have the balls to shut down the government.  Trump will go ballistic shut it down and blame the dems but I think this will hurt republicans more.  

You missed the point. It’s right there in the next sentence: “Perhaps not a great group to piss off one month before the election that could give Democrats control of Congress.”  They aren’t necessarily saying that the shutdown is a bad thing; frankly, there isn’t much opining one way or the other in this article.
