Every motherboard I've owned has turned on without the fan plugged in. (Yes I've made that mistake, luckily the heatsink was on and it had time to shutdown before burning out). I've owned an Asus, a Biostar, and an Asrock.

Way to forget the fan/Heatsink. If the processor doesn't come with one (Which some don't) You'll burn out the processor the first time you turn it on.
