Well, there's a difference between a licence plate and a serial number stamped on the bottom bracket. That's where I see the big problem.

I feel like the "missing bike bulletin" is probably not the best of ideas. Rather, this should become something that people can look up a particular bike before buying it. With the bulletin, what is the idea? someone says "oh! That Tarmac with the yellow tape must be that stolen one!"

I figure it would go like this. Ban the sale of new non-autonomous cars, fifteen years later ban their use outright. I don't think this will happen for many many years, but I think it could be done, both logistically and legally.
