Most still probably do, especially the owner-operators and they'll use them in the truck stops or around the dock areas. I've heard some hilarious shit on them in dashcam videos, especially in sandstorms where they're all stopped.

Simply put, liability. Truckers are at a disadvantage in accident claims and anything that can be shown as a source of "distraction" inside the cab will be typically used against them so a lot of them aren't allowed to use their CB while in motion.
